Отличие просто в нормах английского языка. У них так принято. Это предложные дополнения и они могут требовать либо at, либо to, либо with, либо for и прочее. Их необходимо заучивать. Это практически не угадывается, кроме, как если они схожи с нашим языком.
(Предложное дополнение - это дополнение с предлогом (= предлог + дополнение))
К примеру
look at - смотреть на
wait for - ждать кого-либо
happen to - случаться с
belong to - принадлежать кому-либо
agree with – соглашаться с
При чем в английском они могут быть предложными, а в русском беспредложными, или наоборот. (belong to - принадлежать кому-либо, тут предлога в русском языке нет)
