PAST PERFECT = HAD + основной глагол (в форме причастия времени)
В первом и во втором случае основным глаголом выступает have (в составе фразовых глаголов или в своем первоначальном значении - "иметь"). Как мы помним, образованное от него причастие времени - had. Поэтому конструкции имеют в обоих случаях had. Форма времени этого глагола тоже had, и Past Perfect с глаголом have имеет такую интересную форму - had had.
