Некоторое время я и сама была уверена в том, что для поездки в Беларусь нужен загранпаспорт. Или, как на границе с Украиной, в общегражданский паспорт поставят отметку о пересечении границы и тем самым сделают паспорт недействительным. Оказалось, что никакого загранпаспорта не нужно, никакие погранцы по поезду не ходят и паспорта не портят.
Что касается КГБшников, ответственно заявляю: фигня полная. Никакие КГБшники всех прибывших не встречают. Милиционеры на вокзале есть, но это естественно. Да и те только один раз проверили металлоискателем мой багаж. Было это вскоре после взрыва в минском метро.
По поводу регистрации: регистрироваться надо, если прибываешь на срок свыше 3 дней (могу ошибаться). Но и документы проверяют далеко не так часто, как в Москве. У меня так не проверяли ни разу.

For some time , I myself was convinced that for a trip to Belarus need a passport . Or, on the border with Ukraine in the regular passport will put a mark on the border and thus make passport invalid. Regarding registration : register should , if arriving for a period exceeding 3 days ( could be wrong) . But the documents are not checked as frequently as in Moscow. So I have not tested once.
