First, the selectivity in the prosecution and criminal punishment of government officials who "cover" illegal migration and its organizers. Unfortunately, only a tough decision taken by the US State Department forced the Moldovan authorities to react to this. During a meeting with the staff of the Center for Combating Illegal Migration, the President announced a 50% reduction in the number of personnel. This decision is of an administrative nature, has nothing to do with targeted, criminal punishment of officials, whose guilt has been proven by the court.
Secondly, in countering illegal migration, activities are often imitated, preference is given to administrative measures of a prohibitive nature. An example is the tacit (unofficial) recommendations to foreign consulates on a fixed (limited) number of visas issued within one working day.
