В простом времени Past Simple должны быть упомянуты (или подразумеваться) какой-то промежуток времени, событие либо обстоятельства, оставшиеся в Ясно, что always к таковым не относится, поэтому сказать просто I always wanted to visit Spain- неверно.Но, можно сказать I always wanted to visit Spain, until the recent terrorist attacks, или I always wanted to visit Spain, until the last summer, или I wanted to visit Spain to see the Olympic Games in Barselona.
Для обозначения непрекращавшегося действия или состояния, начавшегося в и поныне продолжающегося (либо только что завершившегося), используется время Present Perfect Continuous. Например, I have been working for this company for 10 years- Я работаю в этой компании 10 лет (все последние 10 лет, и по настоящее время).
Предложение Я всегда хотела посетить Испанию должно было бы переводиться аналогично, но глагол to want не употребляется с окончанием -ing, поэтому здесь применяется Present Perfect
I have always wanted to visit Spain. Это- разновидность Present Perfect Inclusive, т.е. включающая момент, когда фраза произносится. Есть еще Present Perfect Exclusive, которое выглядит так же, но означает законченное на момент произнесения действие.

B: Not especially, but I will.
6. After Ali returns to his country next month, he'll start working at the Ministry of Agriculture.
7. According to the newspaper, the Department of Transportation will build a four-lane highway between here and San Francisco. In my opinion, it will be obsolete before they complete it. It seems to me that a six-lane highway is needed to handle the heavy traffic.
8. Relax. The plumber is on his way. He'll be here before there is a flood in the kitchen. Let’s just keep mopping up the water the best we can.
