CAN-переводится как мочь и употребляется в основном, когда человек хочет сказать, что что-то умеет делать. Пример: I can swim (Я умею плавать)
Когда человек что-то обязан делать, то употребляется глагол MUST. И в данном упражнении я бы употребила глагол MUST, так как он более уместен, когда речь идёт о каких-то правилах или законах.

The increase in fire danger is also facilitated by squalls, tornadoes, accumulation of wet snow, and icy rain, which, by damaging forests, create conditions for the rapid spread of fires.
